With reference to your letter No.20692/1918 of the 3rd. instant, relative to the requisitioning of Dutch vessels trading with Hong Kong, I am directed by Lord Robert Cecil to transmit herewith for Mr. Secretary Long's information copies of a letter and of the enclosures thereto which have been addressed to the India Office on the general question of the requisitioned vessels belonging to Dutch Companies participating in a local shipping agreement entered into by the Government of India in January last.
It will be observed that it is hoped to arrange a compromise with the Netherlands Government, under which the normal Dutch East Indian trade may be resumed and maintained.
